Master Planning & Technical Assistance

We offer PHAs with comprehensive planning and technical assistance for repositioning public housing properties ranging from 20 units to over 500 units. Typically, properties are between 40 and 80 years old.

Section 18 Demolition/Disposition

HUD’s Section 18 program allows for Public Housing Authorities (PHAs) to demolish, dispose of, or reposition obsolete public housing that is no longer cost-effective to operate or repair. Approved under Section 18 of the U.S. Housing Act of 1937, this tool helps PHAs replace aging units with modern, sustainable housing through partnerships with private and nonprofit developers.

TTG Development supports PHAs and local government in navigating HUD’s repositioning process from feasibility assessments and application preparation to development strategy and implementation. Ensuring every project meets federal requirements and achieves lasting community impact.

Our services include:

  • Feasibility Analysis & Strategic Planning – Evaluating physical needs, financial feasibility, and repositioning options (Section 18, RAD/Section 18 blends, or full conversion).

  • Application Preparation & HUD Coordination – Developing the Section 18 submission package, justifications, resident communications, and environmental documentation in compliance with HUD PIH Notice 2021-07 (and successors).

  • Development & Disposition Structuring – Creating strategies for ground leases, replacement housing, and mixed-finance redevelopment that maximize proceeds and long-term control for the PHA.

  • Implementation & Oversight – Supporting PHAs through closing, relocation, and development execution, often as co-developer, consultant, or owner’s representative.

Rental Assistance Demonstration (RAD)

The Rental Assistance Demonstration (RAD) program, created by HUD, enables Public Housing Authorities (PHAs) to preserve and improve public housing by converting units from traditional public housing subsidies to long-term, project-based Section 8 contracts. This conversion unlocks access to private capital, Low-Income Housing Tax Credits (LIHTC), and other financing tools that support comprehensive rehabilitation or new construction while ensuring continued affordability for residents.

TTG Development works with PHAs and local partners to structure and implement RAD conversions that align with HUD requirements and community goals. Our team provides:

  • Feasibility and financial modeling - to determine optimal RAD or RAD/Section 18 blend strategies.

  • Application and financing support - including LIHTC integration, capital stack development, and coordination with lenders, investors, and HUD field offices.

  • Relocation and resident Coordination - to ensure compliance with the Uniform Relocation Act (URA) and resident choice requirements.

  • Development Oversight and Implementation - through roles as co-developer, consultant, or owner’s representative, guiding projects from concept through closing and construction.
